Matthieu Bonnet serves as the Executive Director for ARTELIA's Asia Pacific and Middle East regions, overseeing the group's strategic growth and operations in a dynamic and expanding international market. With over 36 years of experience in engineering, project management, construction, and infrastructure development, he has a proven record of managing complex projects and fostering sustainable growth across Europe, Asia, and the Middle East.
Matthieu joined COTEBA (Established in 1961) in 2001 and became part of Artelia following the merger of COTEBA and Sogreah (Established in 1920) in 2010. Since joining Artelia, he has held multiple leadership positions, including Regional Director for East Asia and Executive Director for the broader Asia Pacific region. He later took on responsibilities for the Middle East to enhance the group's regional influence. Under his leadership, ARTELIA has bolstered its regional presence, diversified its multidisciplinary skills, and played a key role in major projects spanning mobility, water, energy, industry, and building sectors.
Based in Vietnam, Matthieu is known for promoting cross-cultural collaboration and advocating for innovation, technical excellence, and sustainability. He manages a regional team of over 1,500 professionals committed to delivering high-value engineering and consulting services that benefit clients and communities throughout the region.
Guided by a long-term vision and a focus on client needs, Matthieu continues to be a vital force in advancing ARTELIA's goal of developing resilient infrastructure and achieving sustainable results across Asia Pacific and the Middle East.

Dr. C. S. Narayanan is the Managing Director & Chief Executive Officer of Artelia Consulting Engineers Limited (formerly Mahindra Consulting Engineers Limited), and is leading the organisation in delivering world-class engineering, infrastructure, project development, and sustainability solutions that create lasting economic, environmental, and social value.
Dr. Narayanan joined Mahindra Consulting Engineers Limited (Established in 1993) in 1999 and became part of the Artelia Group following Artelia's acquisition of Mahindra Consulting in 2023. Over the years, he has played a pivotal role in driving the organisation's growth, strengthening its global presence, and delivering transformative infrastructure solutions across diverse sectors.
With over 36 years of international experience, Dr. Narayanan has successfully led multidisciplinary teams in delivering complex infrastructure programmes across India, 25 countries in Sub-Saharan Africa, 10 countries in Asia, and 4 countries in the Middle East. Throughout his distinguished career, he has consistently delivered sustainable, commercially viable infrastructure projects that foster inclusive economic growth, improve quality of life, and build resilient communities.
His expertise spans the entire project lifecycle, encompassing project conceptualisation, infrastructure assessment, pre-feasibility and feasibility studies, master planning, preparation of Detailed Project Reports (DPRs), engineering design, financial and commercial structuring, contract development, project marketing, transaction advisory, implementation monitoring, stakeholder engagement, environmental and social sustainability, and Public-Private Partnership (PPP) advisory.
Dr. Narayanan has directed and overseen landmark projects across a broad spectrum of sectors, including Special Economic Zones (SEZs), industrial and agro-industrial parks, Special Agro Processing Zones (SAPZ), Integrated Agro-Industrial Parks (IAIP), industrial corridors, logistics parks, integrated townships, cross-border markets, Integrated One Stop Border Posts, transportation, water supply and wastewater management, utility infrastructure, smart cities, solid waste management, renewable energy, tourism, marine infrastructure, institutional development, rural transformation, social infrastructure, environmental systems, and power & energy.
During his career, he has collaborated extensively with leading multilateral institutions, international development agencies, financial institutions, government ministries, and public sector organisations. His portfolio includes successful engagements with the World Bank, International Finance Corporation (IFC), United Nations Industrial Development Organization (UNIDO), African Development Bank (AfDB), AFREXIM Bank, TradeMark Africa (TMA), KfW Development Bank, EXIM Bank of India, and numerous national and international agencies. Through these collaborations, he has delivered infrastructure programmes that strengthen institutional capacity, attract private investment, promote sustainable development, and generate long-term socio-economic impact.

DER KEVORKIAN Hovsep is a civil engineer with more than 20 years of international experience in the fields of water, environment, waste management, and climate. He holds a Civil Engineering degree from the École Supérieure d’Ingénieurs de Beyrouth (ESIB) and a Master’s degree from ESSEC Business School Paris. He is also a certified engineer of the European Federation of National Engineering Associations (FEANI), Brussels, and has served as a Foreign Trade Advisor of France since 2017.
An accomplished international leader, he has successfully led multidisciplinary teams and complex infrastructure projects across multiple regions. As Director of ACE India, he plays a key role in strengthening the company's alignment with the values, practices, and global expertise of the Artelia Group, supporting its strategic growth and development in India.
In his current role as Director of the International Water, Energy, Environment & Mobility Division, he oversees the development and delivery of sustainable infrastructure solutions for governments, development institutions, and private sector clients worldwide. His expertise spans water resources, environmental management, climate resilience, waste management, and infrastructure development.

Charles is a Water and Environment Engineer with dual master’s degrees in Water, Waste, and Environmental Management from leading institutions in France. He began his career with Veolia, gaining hands-on experience in waste management operations and systems across France before joining Artelia in the Asia-Pacific region in 2014. Charles has played a key role in expanding Artelia’s presence across diverse sectors such as Water, Energy, Building, Industry, and Transport throughout multiple countries in the region.
Today, Charles serves as the Managing Director of Artelia Malaysia Sdn. Bhd., where he continues to drive growth, build local partnerships, and lead impactful engineering projects that contribute to sustainable development in Southeast Asia. His cross-sector expertise, regional insight, and pragmatic leadership style make him a vital part of Artelia’s APAC success story.

Mr. Srinivasan brings over 34 years of extensive experience in feasibility studies, design, development, detailed engineering, and project management for major infrastructure initiatives. His expertise spans Special Economic Zones, industrial parks, industrial growth centers, and urban infrastructure, including water supply, sewerage systems, sewage and water treatment plants, pumping stations, surface water systems, industrial utilities, and material handling systems.
He has in-depth knowledge across diverse sectors such as Agro and food parks, staple crop processing zones, integrated agro-industrial parks, rural transformation centers, general industrial parks, industrial corridors, social and urban infrastructure, smart cities, stormwater drainage, solid waste management, utility networks, logistics and warehousing, Cross Border Market Facilities (CBMF), One Stop Border Posts (OSBP), dry ports, sustainability and renewable energy projects, marine infrastructure, rural development, environmental systems, and fisheries.
Srinivasan excels in end-to-end project planning, management, supervision, and execution with multi-disciplinary proficiency in mechanical, electrical, instrumentation, and civil works. He is highly experienced in reviewing and approving design drawings, calculations, technical specifications, as-built drawings, method statements, and O&M manuals. His proven ability to lead complex infrastructure projects from concept to completion makes him a key asset to ACE.

A TANGIBLE, AMBITIOUS CSR POLICY, EVALUATED ON AN ANNUAL BASIS
In the face of the climate crisis, environmental disruption and the slow pace of progress on human rights, we have made corporate social responsibility (CSR) one of the cornerstones of our development. We have hence drawn up a policy with a set of ambitious environmental, social and governance (ESG) commitments, and rolled out an internal organisation dedicated to integrity, compliance and CSR management.
Our CSR policy is built around four pillars broken down into 20 quantified targets that we have undertaken to meet by 2025. We have our efforts assessed by an independent organisation specialising in this area (EcoVadis) and issue an annual ‘Communication on Progress’ under our commitment to the United Nations Global Compact. Stepping up our action against climate change, we have also signed up to the Science Based Targets initiative (SBTi).
